The only word I can think of that could encompass our trip to Burma is “overpowering.” Before the trip, I had spent a lot of time researching, learning, and writing about the conflict. While the GPTF report emphasizes the immense importance of prevention, to assume that preventive measures will be successful is to be unprepared for the instance of their failure.
In countries emerging from violent conflict, the international community has presented free and fair elections as the mechanism for establishing legitimate and stable government.
